(a). The premium which was originally 8500 an acre is

now fixed at 2 cents a Square Foot. (Condition B). The premium is thus increased from 822,500 to 840,000 in round figures.

(b). In place of the road to be made by the Government

at a cost of $55,000, the Government will extend

a smaller road in course of construction to the Reserved Area. (Condition G).

The cost of this road is estimated at about 10,000. (c). The lessees will have to pay for all sewers and

storm-water drains required outside the boundaries of the Reserved Area for connecting with the City Sewerage System or any existing nullah or stream course. (Latter part of Condition H). (d). Condition K which has been omitted referred to

nullahs in the Wong-nei-chong and Sookumpoo Valleys to be constructed at Government expense up to a limit of cost of $88,000. I consider it unnecessary to refer to drainage works to be carried out by Government outside the Reserved Area, for these have nothing to do with the scheme. But the Govern- -ment will in this case, as in any other alienation of land, take such measures as may be necessary to receive the drainage from the area.

(e). Condition N which has been omitted referred to a

Market to be constructed at Government expense, but this was considered unnecessary.

(f). Important new clauses have been inserted lettered

R, R, S, T, U, and z2. These are designed to guard against the land, which is granted on easy terms for the philanthropic purpose of a Portuguese Settlement, being diverted to other, and more lucrative uses; while leaving a loophole for admitting persons of other race to the enjoyment of the area in the event of the primary object of its
